Notice is hereby given that the City of Carpinteria’s Architectural Review Board will hold a regular public meeting at 5:30 p.m. on Thursday, May 16, 2013 in the Council Chambers at City Hall in Carpinteria, California.

This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the Architectural Review Board.  Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than five minutes.  Persons wishing to speak on a specific item will be recognized at the time the agenda item is considered.

 

The City is not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

1)      Applicant:  David Beard, Project Manager, Caltrans                Planner:  Jonathan Leech

Project Number:  09-1522-CUP/CDP/LCPA

Project Location:  Casitas Pass Road and Linden Avenue at Highway 101, Via Real from San Roque Mobile Home Park to Linden Avenue

Zoning:  Multiple zone districts including MHP, REC, A-5, 7-R-1 and UT

 

           Continued hearing on the request of the California Department of Transportation (Caltrans) to construct replacement overcrossings and interchanges with traffic signals for Linden Avenue and Casitas Pass Road at US Highway 101; to replace the US Highway 101 mainline bridges over Carpinteria Creek; and to construct a roadway extension for Via Real from its terminus at San Roque Mobile Home Park across Carpinteria Creek to Casitas Pass Road and from Vallecito Road to Linden Avenue.  The proposed project will provide vehicle travel lanes and a dedicated bike lane and sidewalk on both sides of the overcrossings.  The Via Real extension will also include bike lanes and the abandonment of the existing dry weather pedestrian/bike crossing in Carpinteria Creek.  A sidewalk will be added on one side of Via Real.  Lighting and landscaping is also included throughout the project area.

Project Location:  261 Linden Avenue

Zoning:  Planned Residential Development (PRD-20)

 

           Hearing on the request of William Araluce and George Manuras, agents for Barbara and Peter Coeler to consider Case No. 10-1551-DPR/CDP for final review of requested revisions to the previously-approved Islands Apartments Remodel project.  The requested revisions include new decorative walls and gates including a driveway vehicle gate, and gas fire pits for each of the ground floor units.  The 8,818 square foot property is zoned Planned Residential Development (PRD-20) and is shown as APN 003-483-007 located at 261 Linden Avenue.

 

3)      Applicant: Peoples’ Self-Help Housing Corporation                 Planner: Steve Goggia

Project Number:  10-1543-DP/CDP

Project Location:  4096 Via Real

Zoning:  Commercial Planned Development with a Residential Overlay (CPD/R)

 

           Hearing on the request of Peoples’ Self-Help Housing Corporation, to consider Case No. 10-1543-DP/CDP for Final review of the Casas de las Flores project proposal to remove the existing travel trailers at the Carpinteria Camper Park and demolish one single family residence in order to construct 43 apartment units and a 4,346 square foot community center.  The 2.68-acre property is zoned Commercial Planned Development with a Residential Overlay (CDP/R) and is shown as APNs 004-013-18, 19 and 20, located at 4096 Via Real.

NOTES:  For those projects that do not require Planning Commission approval, recommendations for preliminary approval by the Architectural Review Board will be forwarded to the Community Development Director for a decision.  Those Community Development Director decisions that are appealable pursuant to CMC §14.12.020(2) may be appealed to the Planning Commission.  Appeals must be filed with the City Clerk within 10 calendar days of the Director’s action.
