This meeting will be broadcast live on Government Access Television Channel 18 and rebroadcast on Wednesday after the meeting at 7:00 p.m. and on Saturday at 5:00 p.m.

This time on the agenda provides an opportunity for the public to address the Planning Commission on items within the jurisdiction of the Commission and not listed on other sections of the agenda.  Please limit comments to no more than five minutes.  Depending on the number of speakers wishing to make comments, the Chair may further limit the time available to each speaker to control the amount of time spent on this part of the agenda.  If you wish to speak on a CONSENT CALENDAR item, please do so during this part of the meeting.

 

Please be advised that California law does not allow the Planning Commission to discuss or take action on any issue presented by the public during this portion of the meeting.  The Commission may ask a question for clarification, provide a brief response to public comment, refer the matter to staff for review and a later report or direct staff to place an item on a future agenda.

 

The City is not responsible for the content of statements made during the public comment period or the factual accuracy of any such statements.

Hearing on the request of CARPAV, LLC to consider Case No. 10-1552-DA/CDP [application filed June 10, 2010] for approval of a Development Agreement and Coastal Development Permit to convert five affordable residential units to market rate units under the provisions of the Commercial Planned Development with Residential Overlay (CPD/R) Zone District; and to accept the exemption pursuant to §15301 and §15305 of the State Guidelines for the implementation of the California Environmental Quality Act (CEQA).  The application involves APNs 004-111-001 - 041, located at 4646 Carpinteria Avenue.

Project #C-8-82, C-10-86 and 317-CUP

Hearing to consider the revocation of Conditional Use Permits associated with the abandoned uses of the CAC Daycare (C-8-82) and Salvation Army Rehabilitation Center (C-10-86 and 317-CUP).  The two uses have been abandoned for several years.  The CAC Daycare was previously located at 4110 Via Real (APN 004-017-022).  The Salvation Army Rehabilitation Center was previously located at 6400 Cindy Lane (APN 001-190-095).

b.  Dahlia Court Expansion                                                       Planner:  Steve Goggia  

               Project # 09-1527-DP/CDP/LLA/TEX

Hearing on the request of Peoples’ Self-Help Housing Corporation to consider Case No. 09-1527-DP/CDP/LLA/TEX [application filed on February 11, 2011] for a two-year time extension for the Dahlia Court Expansion project to allow the construction of 33 new apartments and a 4,412 square foot community center as an expansion of the existing Dahlia Court apartment complex. The application involves APNs 003-590-052, -051 and -042, located at1300 Dahlia Court.

All actions of the Planning Commission may be appealed to the City Council. Appeals must be filed with the City Clerk within 10 calendar days of the Commission's action. Appeal deadline for items on this agenda:  5:00 p.m., April 14, 2011. The next regular Planning Commission meeting will be held on Monday, May 2, 2011 at 5:30 p.m. in the Council Chamber.
