This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the Planning Commission.  Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than five minutes.  Persons wishing to speak on a specific item will be recognized at the time the agenda item is considered.

The City is not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

 

6.       NEW PUBLIC HEARING

 

Dahlia Courts Apartments Expansion                                        Planner:  Steve Goggia

           Project 09-1527-DP/LLA/CDP/GC

Hearing on the request of Peoples’ Self-Help Housing Corporation to consider Case No. 09-1527-DP/LLA/CDP/GC (application filed October 6, 2009) for approval of a Development Plan, Lot Line Adjustment, Coastal Development Permit and Government Code Consistency Determination to find the disposal of a City-owned parcel consistent with the General/Coastal Plan of the City of Carpinteria pursuant to Government Code §65402 and to allow to allow the construction of 33 apartments, a 4,412 square foot community center, 35 parking spaces and landscape areas under the provisions of the Planned Residential Development (PRD 20) zone district; and to approve the Mitigated Negative Declaration pursuant to the State Guidelines for Implementation of the California Environmental Quality Act.  As a result of this project, significant but mitigable effects on the environment are anticipated in the following categories:  aesthetics, air quality, biological resources, cultural resources, geology/soils, noise, transportation/parking, and water/flooding.  The MND and all documents may be reviewed at the Community Development Department, 5775 Carpinteria Avenue, Carpinteria.  The MND is also available for review at the Carpinteria Branch of the Santa Barbara Public Library, 5141 Carpinteria Avenue, Carpinteria.  The application involves (APNs 003-590-051, -052 and-042) located at 1300 Dahlia Court.
