THE PLANNING COMMISSION RESERVES THE RIGHT TO CHANGE THE ORDER IN WHICH ITEMS ARE HEARD.  APPLICANTS NOT IN ATTENDANCE WHEN THEIR ITEM IS CALLED MAY HAVE THEIR ITEM CONTINUED TO THE NEXT REGULAR MEETING.

 

Any information presented to the Planning Commission by the public on any agenda item and during Public Comment using electronic media to be displayed on the overhead projector must be arranged with staff for review of materials in advance of the meeting and no later than Friday prior to the Planning Commission meeting.

 

Any written, printed or electronic material and/or exhibit presented at this meeting

 becomes the property of the City, and a copy must be provided to City staff.

 

This meeting will be broadcast live on Government Access Television Channel 21 and rebroadcast on Wednesday after the meeting at 7:00 p.m. and on Saturday at 5:00 p.m.

This time on the agenda provides an opportunity for the public to address the Planning Commission on items within the jurisdiction of the Commission and not listed on other sections of the agenda.  Please limit comments to no more than five minutes.  Depending on the number of speakers wishing to make comments, the Chair may further limit the time available to each speaker to control the amount of time spent on this part of the agenda.  If you wish to speak on a CONSENT CALENDAR item, please do so during this part of the meeting.

 

Please be advised that California law does not allow the Planning Commission to discuss or take action on any issue presented by the public during this portion of the meeting.  The Commission may ask a question for clarification, provide a brief response to public comment, refer the matter to staff for review and a later report or direct staff to place an item on a future agenda.

 

The City is not responsible for the content of statements made during the public comment period or the factual accuracy of any such statements.

 

5.      CONSENT CALENDAR

Items on the Consent Calendar are considered to be routine and are normally enacted by one unanimous vote of the Commission.  Individual items may be removed and considered separately at the request of a Commissioner.  Any item removed from the Consent Calendar will be added to another section of the agenda.

 

a.   Minutes of the regular Planning Commission meeting held August 6, 2012.

b.   Minutes of the Joint Planning Commission and Architectural Review Board meeting held September 4, 2012.

c.   Hearing on the request of Peoples’ Self-Help Housing Corporation to consider case No. 10-1543-DP/CDP/TEX [application filed July 12, 2012] for a two-year time extension for the Casas de las Flores Apartments permits, extending the approval to December 6, 2014.  The project would remove the existing travel trailers at the Carpinteria Camper Park, several accessory structures and an adjacent single family dwelling, merge three lots and construct and operate affordable rental housing apartments for low and very-low income households.  The application involves APN 004-013-018, -019 and -020, located at 4096 Via Real.

 

6.      NEW PUBLIC HEARING

Hearing on the request of the City of Carpinteria to review Residential Design Guidelines for the Beach Neighborhood (Subarea 1).  The Guidelines address building mass and scale, frontage design, architectural elements, landscaping, lighting and fencing, and utilities and services.  The Guidelines apply to all property zoned Planned Residential Development (PRD-20) in the Beach Neighborhood (Subarea 1) as identified in the Community Design Element of the City’s General Plan/Coastal Land Use Plan.

Notes

All actions of the Planning Commission may be appealed to the City Council. Appeals must be filed with the City Clerk within 10 calendar days of the Commission's action. Appeal deadline for items on this agenda:  5:00 p.m., October 11, 2012. The next regular Planning Commission meeting will be held on Monday, November 5, 2012 at 5:30 p.m. in the Council Chamber.
