Peddling Permits

The City of Carpinteria, pursuant to Municipal Code §5.60, requires a Peddling Permit for anyone who conducts him or herself as a Peddler.

Definition
A peddler is defined any person, whether a resident of the city or not, who, not incidental to similar activities regularly conducted from a fixed place of business, travels by foot, wagon, motor vehicle or any other type of vehicle, from place to place, from house to house, or from street to street, carrying, conveying or transporting goods, wares, merchandise, meats, fish, vegetables, fruit, truck garden products, farm products, dairy products, bakery products, groceries, other products (hereinafter referred to in this chapter as "products"), offering and exposing the same for retail sale, or making retail sales of the same and delivering the same to purchaser, or who sells or offers the same for sale from a motor vehicle or mobile unit or who solicits, exposes or offers the same for retail sale for delivery at a later time.


Application
Prior to conducting business as a peddler, one must make an application to the City’s Community Development Department. The application shall include information about the person and business which would be conducted, including criminal, license and permit history as related to the type of business.  Each individual person will be conducting peddling must be permitted separately.  The application review process includes a Live Scan background investigation as confirmed by the Department of Justice. 


Fees
The Peddling Permit requires payment of a base application fee of $605, along with a $10 per day peddling fee.  Peddling Permits are valid for up to one calendar year. 


Location Permit
Peddling from a fixed location also requires a Location Permit, in addition to a Peddling Permit. Several criteria are outlined in Municipal Code § 5.60.080 which shall be incorporated as conditions of approval of a Location Permit. 


Identification Required
Once a Peddling Permit is issued, the City will issue an identification certificate which shall be kept on the peddler's person at all times while conducting business. 


Exemptions
Certain exemptions are identified in Municipal Code §§ 5.60.210 and 5.60.220 for non-profits and veterans.  Please consult with City staff if you believe your activities may be exempt from permit requirements.
